چکیده

Many local jurisdictions offer property tax exemptions or similar concessions to older citizens. Such represent substantial intergenerational transfers and may have important implications for public finances. The consequences of age-based depend upon the extent which they influence households' location decisions, housing tenure consumption. We provide first evidence on (long-term) changes in household composition consumption attributable local, exemptions. construct a unique database Georgia covering 100 years county, school district, selected city laws. use these data estimate effect number homeowners from 1970–2010 exemption. Using "quadruple-difference" estimation strategy, we find significant increase combined decisions tenure. also that among households. Finally, sorting model equilibrium effects different policies.
